MBWD on "[Plugin: WordPress MU Domain Mapping] Can this plugin be activated on a per-subsite basis?"

I see that Step 1 of the installation of this plugin is to network activate it after download and install. Clear enough. Works beautifully (and thank you for that). Does it HAVE to be activated throughout the network to work for an individual subsite? Is it possible to integrate it with a plugin that allows it to be marketed as an addon service for individual sites?
